About the Publisher
Notulae Scientia Biologicae is an international, peer-reviewed Open Access journal dedicated to the publication of high-quality research in the biological sciences. The journal is published by the Society of Land Measurements and Cadastre from Transylvania (SMTCT). Administrative, technical, and billing services, including invoicing and APC payment processing, are provided by SMTCT PUBLISHING S.R.L.
This publishing structure ensures a clear separation between the academic governance of the journal and its administrative, technical, and financial management, in accordance with international standards of scholarly publishing.
Article Processing Charges (APC)
Notulae Scientia Biologicae is a fully Open Access journal. All published articles are freely accessible online immediately after publication, without subscription or access fees.
To support the costs associated with the editorial process, online hosting, digital archiving, and permanent open access dissemination, the journal applies an Article Processing Charge (APC).
- The APC for articles accepted for publication is 300 EUR per article.
- Payments may also be made in USD, representing the equivalent of 300 EUR at the applicable exchange rate.
- The APC is payable only after the manuscript has been formally accepted for publication and must be paid by the authors or their affiliated institutions.
Additional financial and organizational support for the journal is provided by the Scientific Society SMTCT, contributing to the maintenance of moderate APCs and high editorial standards.
APC Policy and Conditions
- The APC is independent of the length of the article; there are no supplementary page charges.
- There are no additional fees for colour figures. Authors are encouraged to use colour illustrations where appropriate and of adequate quality.
- Authors may be charged for excessive alterations during the proof stage or for the submission of revised files after final proofreading.
- Payment of the APC does not influence the editorial decision-making or peer-review process in any way.
- The journal does not charge submission fees, review fees, or any fees prior to manuscript acceptance.
Payment and Invoicing
Once a manuscript is accepted for publication, the corresponding author will be notified via the journal’s electronic submission system and by e-mail.
Authors are required to complete the Billing Information Form (BIF) with the invoicing details necessary for issuing the official APC invoice. The completed form should be returned to the Editorial Office as indicated in the form.
An official invoice will be issued by SMTCT PUBLISHING S.R.L., based on the billing information provided by the authors or their institutions. The invoice is required for APC payment and for institutional or project-based reimbursements.
Payment Procedure and Methods
After acceptance of the manuscript, APC payment procedures are initiated in accordance with the invoicing information provided by the authors or their institutions.
Payment may be completed after manuscript acceptance, either before or after the issuance of the invoice, depending on the authors’ or institution’s administrative procedures. Prompt payment is encouraged to facilitate the timely production and publication of the article.
The official invoice includes all necessary payment details (beneficiary name, bank name, IBAN/account number, SWIFT/BIC code).

Transparency and Ethics
The APC policy of Notulae Scientia Biologicae is fully transparent and complies with international best practices in Open Access publishing.
The journal does not request or accept any payments before a manuscript has been formally accepted. APC payments do not influence the peer-review process, editorial decisions, or the scientific evaluation of manuscripts.
